Neutrality

In exchange for the tenure that attaches to their positions, civil servants are obliged to remain neutral in the positions they advance in public. Partisan actions on behalf of their beliefs are prohibited under all circumstances, even when their superiors seek to get them to support their policies in public. Indeed, even if they disagree vehemently with a particular policy, they cannot take their case to the public. More accurately, if they do not remain silent, they are likely to be reprimanded at least and fired at most. The tradition of neutrality on the part of civil servants is central to the notion of public service. The tradition enables civil servants to serve with equal loyalty and commitment to superiors of different political parties. To be sure, they are not ciphers. They do have policy positions that they press on their superiors, but doing so in public is not permitted. If the policies of their superiors are so abhorrent to them that they cannot remain quiet, then they are obliged to resign from their position in order to take their case to the public. Some may try to leak their alternative perspectives to the press, but such efforts can often be traced to them and lead to their being dismissed from their positions.
